Well they also did the holy hand grenade in New Vegas (Though worse I might add) and the Bridge of Death in Fallout 2 but I think it's kind of a tradition to have Monty Python references in Fallout.
The only game who haven't had one is Tactics.
As to fan reference, I dunno, I guess something simple would be to find a lounge somewhere that's relatively intact, a banner saying [*intelligible* Club] and then have around two dozen Dinky dinosaurs scattered around in various spots of the room.
Some in chairs, one in front of a book, one in front of a cigarette tray with a smoking cigar in it.
If you enter the room with certain FO3 related items like a FO3 plasma rifle then you can hear a distant groan.
And if you try to take any of the dinosaurs with you then Frank Horrigan, Master and an army of wannamingo's come out of every window and door in infinite numbers.

Or how about getting locked in a room with what you described, and the only way out is to beat a really hard fallout1/2 combat scenario on a computer!
Or how about a behemoth Fire Gecko as a Godzilla reference... don't ask why I seem to be stuck on behemoth gecko at the moment.
