Fallout Strategy Game Mod

I am putting this threat here because this does not fit into any Fallout game even though it's a mod.

I am going to make a Fallout mod for a strategy game called Victoria 2. The mod will start in 2161 (the year Fallout 1 starts) and will go on until either 2281 (the year New Vegas starts) or some time past that.

I currently need:

-Ideas for very small countries across the entire planet (because of how Victoria 2 works the countries will need to be very small for a city state like Shady Sands to unify the other city states into the New California Republic)

-Different cultures for all of these countries (not as necessary but it makes more sense and I would prefer it)

-Technologies for them to research (the base game takes place from 1836-1936 so the technology needs to be very different)

-Climates of different parts of the world (which would surely change after a massive nuclear war)

-Swampfolk (They seem somewhat organized and civilized as a faction. They have what seems to be a holy site in Point Lookout. I am going to have them listed as a primitive nation in game)

-North American Ghoul (I'm specifiying the continent so they can have different types of names in different regions of the world, the other mutants currently listed are only found in North America)

-Supermutant

Interesting idea. It's been a while since I've played Vicky 2 so I'll load it up tomorrow and have a play around and see if I can come up with any ideas.

As for Cultures, they'll be hard to deal with, but you could always just go for: Pure Human, Human, Ghoul, Mutant.

Pure Human would only be found in Enclave

Well human seems a little general but I like the idea of Pure Human and Ghoul cultures.

Right now the best thing people could help out with is to come up with countries for the world. They have to be small (most will only start out with one or two provinces) and very weak at the beginning but over time they will grow large and powerful from conquering neighbors.

This mod seems like a dream come true for someone like me, as I love both Fallout and all of the Paradox games. :D

I'm sure I could come up with some ideas for different countries (including, of course, an Icelandic one, as they'd come out on top :thumbsup: ). Hopefully some of the other Convention RPers may stop by and offer up some ideas, as we all seem to have a passion for fictional politics and Fallout.

Vault City seems like an ideal choice. Pure-human culture. Starts out small, but has the potential to expand significantly.

Well, I'd suggest a new Russian power that's gradually getting back to its feet after the Great War decimated everything. I'd call the the New or Grand Czardom of Russia and see them as a return to the Imperial ways of Ivan the Terrible or Peter the Great, as sort of a crutch after more lax governments failed them.

The Midwest would also be a prominent power.

Sounds like a good idea.

I could seem Iceland actually doing really well economically after the war compared to everybody else. Nobody would really bother them so they could build up a lot of infrastructure before really doing much of anything else.

Also a good idea. That could mean that if the Enclave wins then Vault City would integrate in really easily.

The Midwest would definitely become a major power around 2200. I like the Grand Czardom of Russia idea as a nation that can be formed.

I'm going to make it so that at the beginning almost everybody only has one province each but they will eventually grow into full countries.

I have just started working on the actual map and populations in it.

Should the Blades be a separate faction form Adytum or is it safe to assume that Adytum integrated them after the Regulators were disposed of (Since this begins at the end of Fallout 1 I am going to have that conflict having already been resolved. The Regulators would not have held power forever, the NCR would have likely disposed of them soon after taking LA.)?

Sebor, IMO, the year should take place at 2286 so that we wont have to circumvent lore. The Enclave can be at D.C while the ECBOS retreated down South to the Carolina's.

And, I'm still down to play Vicky II Mp with you Bos, if we can figure out how to work it.

I liked those nations too, perhaps some of the names could be changed, seems like a lot of places just called "Empire of ______" which is fine, but more diversity would be fine.

Deseret I don't understand though, unless you intend to have Deseret be Mr. House and Vegas/Yes Man Vegas.

4. Deseret is a proposed Mormon state during the US, pre war but is now a ntion with Salt Lake City as its capital extneding into former Legion lands and up to Idaho and Wyoming.

Well in terms of Culture:

NCR:

Primary: Californian, Las Vegan

Secondary: Wastelander, Tribal

Vegas:

Primary: Las Vegan

Secondary: Californian

Legion:

Primary: Legion

Midwest:

Primary: Brotherhood, Midwesterner

Secondary: Tribal, Wastelander, Mutate (depending upon Barnaky ending?)

Enclave:

Primary: Pure Human

EBoS:

Primary: Brotherhood, Wastelander

Secondary: Mutate

In order to continue such, I'd need a list of confirmed nations, these are ones that seem to be nations that are no brainers.

As well interms of Cores, I feel Legion, Vegas, and NCR should share some, to give war incentives and instant Casus Belli's. Likewise I feel Midwest and Legion should share at least one. And Enclave and EBoS should share one.

NCR could perhaps also start with Military Industrial Complex?

That would be easier but I like the idea of being able to play before even the Master was defeated.

By 2286 most of the world is made up of mid sized nations instead of small city states. It'd be much easier to do but it'd skip a huge amount of interesting history.

We could have multiple starting dates like in vanilla Vicky 2 with one being 2286 (if people want all of the previous games to have already happened).

Considering the anti-NCR feelings in NV wouldn't it make sense for Vegans to not be an accepted culture by the NCR?

It seems that every oppressed group of people (such as Ghouls under the CWBoS) should not been in an accepted culture to add in the actual conflict.

And I think if we made a few of those more specified (such as Capital Wastelander and Core Region Tribal) then it would be better.

The cores are a good idea. NCR having a few right over the river into Legion territory and vice versa would be a good way to start conflicts between hostile factions.

I like the idea of multiple start dates. 2161. We could also add 2242, 2276, and 2300.

Events (WIP)

NCR:

Hanlon Reforms. (If NCR is defeated by Vegas.)

On 2282 after the Vegas kicked out the NCR, Chief Hanlon assumed the role of Presidecny. In the coming months, he made several reforms but the most noteworth is the New Commerce Law. This would end corporate control over the economy which for years never allowed the NCR economy to flourish.

Effect: Better adminstration, taxes, etc. Also add the benefits from Land reforms.

Enclave:

Take the E in America. (Enclave controls D.C. Must be democratic)

It finally done! The Enclave controls D.C, the heart of America. After years of rebuilding, they no longer feel the Enclave need to be in there name and instead take it out. They are now know as the American Republic!

Effect: Higher plurality, Culture changes to American! (WIP)

Reform the United States of America! (Southern States of America, New York Republic, and New England Commonwealth must be in America's sphere. ECBOS and Pitt eliminated, or puppet or in your sphere.)

In has come to apparent that the sucessor nations of the Eagle have drawn close to America to point they are no longer calling themselves Americans or New Englanders and wishing to be a part of America. A reform has been proposed in American congress and has made it offical that the SSA, NEC, NYR and America shall join to reform the United States America. Rejoice America! Columbia is back and united in the first place they were born.

I think it'd be cool if the US could be reformed without having all of it.

If it just has most of the country then it could reform it with cores on the rest.

I am currently redesigning the interface to make it look more Fallout-y (it's a surprising amount of fun to me).

It would be hard for the US to be reformed due to the new countries with different ideologies such as the BOS. I see conquest as an only option but Cali, Deseret, NSR, Texas and other can be added into the sphere of influence and can join the US.

I want it to be really difficult and unlikely for the Enclave to reunify the entire USA.

I've been modifying political parties in countries and changing the start and end dates.

If anybody still has ideas for countries outside of what is known we need many, many more.

I haven't really gotten anywhere with it.

I've only made Detroit and Adytum. I think we should add more provinces so we can have Megaton and Rivet City in DC along with the CWBoS and the Enclave.

If you just have the first two require you to be either either CL or NCR and the last two require you to be Independent Vegas then it'd be good.

I have been experiencing problems with modding the start and end date for the game... I'll hopefully fix that soon but for now here are the technologies I've come up with:

Note that every single tech takes a very long time to research.
Advanced countries like the BoS and the Enclave will already start with Power Armor (The Enclave get a special bonus for theirs because it is more advanced than T-51b). The BoS (to reflect how they do not conquer the wasteland) will have massive penalties when they take land (the locals will gain insane amounts of militancy until they rise up and declare independence).

Sorry that I haven't been on for a few days. My wifi wasn't working.

I've been making more culture, religions, and country tags but I'm still having trouble with the game starting in 2161 and ending in 2330.

I'll post more later.
