Fallout Strategy?

Well i have seen and played many fun strategy games. Strategy is one of my favorite geners of gameplay and i was thinking how about a game like command and conquer, but fallout style.

This could be alot of fun, you could select what faction you want (Brotherhood of steel, Enclave, Talon Company Mercs). There would be diffrent kinds of buildings and units depending on what team you select.

Talon Company Mercs

Buildings
Bunker (HQ)
Bar which can be upgraded to strip-club (Recruitment center, here you recruit "apprentices")
Tents (Housing (Increases maximum capacity of soldiers)
Fence wall (Can be upgraded to electric fencing)
Mk III turrets (can be upgraded to Mk V and then Mk VIII)
Scavenge center (Robot manufacturing, Robo-brains and Sentry Bots)
Training yard (Here apprentices train themselves to basic soldiers)
Training building (Here they train themselves to more advanced soldiers)
Training bunker (more complex, here they train themselves to Elite units)
Dog pen (Tame dogs)
Farm (Food production)
Gun Runner shop - (Gun Runners sell upgrades to your units)

Units
Scavengers - Send them to ruins and enemy buildings that have been destroyed to scavenge items for resources. (Scavenge center)
Talon Member - members with no training, basically civilians, are needed in the Scavenge Center and bar/strip club to help mange the place.
Talon Soldier - medium health, little below average range, SMG's, First real unit meant for offensive strategies, don't require many resources or time to train. (Training Yard)
Talon Engineer - medium health, average health, 10mm pistol (Can infiltrate buildings and plant C4 in them) (HQ)
Talon Energy Soldier - Uses tri-beam laser rifles and has pulse grenades on him. (Training Bunker)
Talon Demo-man - medium health, average range, grenade launcher (can be upgraded to have mines and grenade machine gun) (Training building)
Talon Sniper - medium-low health, superior range, sniper rifle (can be upgraded to scoped gauss rifle) (Training building)
Talon Scout - low health, superior range, hunting rifle. (Training yard)
Talon Elite - High health, good range, great speed (Training bunker)
Talon Walking Tank - Powerarmored Talon Elite, for this you need to find a bunker with them in and then scavenge them or kill a BOS faction and loot their power armors.
Robobrain - Medium-high health - average range - can send a virus into other factions science buildings and lock them from doing anything for 3-5 minutes.
Sentry bot - Very high health - mid to low range - is weak against pulse weaponry.

As a spin-off which is completely 100% non-canon?

Perhaps in the style of Company of Heros? Since that format plays well with smaller armies and a lot of tactical planning, as something on the scale of Supreme Commander woudn't fit at all.
