Umm It might make a more enjoyable experience due to the fact that you will know some of the lore helping you get some references and all and they are great games.
If you like that style of game then you should play it.. but if you don't then don't force it. The lore won't be critical to enjoying the new game it will just answer a few questions about who they are while playing. Of course you could always wiki for the answers too.
They're definitely worth a play. You'll have more of an idea of the back-story and get some of the references that will be present in Fallout 3. It's not essential, but it is recommended.
If you want to simplify the process just download the first one for free off of... wherever they're offering it free (is it gametap?). Fallout 3 is based off of the first game with a few characters from the second game thrown in for lore. The first game also has no "Temple of Trials" to encourage combat skills and make the early game unnecessarily complicated.
I saw people posting about high res versions of these games and I would look for those. I played both at launch and were great but going back now almost made me vomit the graphics are over a decade old think diablo 2 as better visually. Agreed on superb content though.
