You can't, just pay a lousy 6$.

Don't laugh, but some developers do release their older games for free, including Bethesda with Elder Scrolls 1. But Tactics isnt one of them.

No they arent... Developers giving free legitamate access to their back catalog is sadly the exception, not the rule.
