I have played the last two Elder Scrolls games, so, of course, I understand how the games work. How do the two series(Fallout and The Elder Scrolls) compare? (gameplay, chracter creation, etc.) Also, what are perks?

Very different. Go on the Fallout wiki to get to know more about the game. FO3 will have some similarities with Oblivion though...
