That the Enclave was something like Hydra out of Marvel with some scheme to colonise another planet? Nope.

Colonel Augustus Autumn tried going the more benevolent road of building a world together with the Wastelanders rather than without them... though he was a bit rough (he is Enclave after all).

It was a valid strategy while their numbers were fine, but above 75% of Enclave was killed by NCR, WC BoS and the EC BoS. If the organization is still alive in some way, they MUST ally with the wastelanders if they want to matter. Otherwise, they are just waiting for scavengers to steal that fancy tech from them.

EC BoS doesn't love them either (Lyons respected them, but BoS hated them even in FO3), but they make good (ab)use of them.
