I don't think any of the Fallout films would make good films, although Fallout 3's storyline is centralized enough to make a close call.
Fallout (1), as a film, would be something like Mad Max 2 but without the car chases. In a 2 hour film, we would have the first 1h 45m handle finding the Water Chip and seeing a truckload of small sideroles which only those familiar with the game recognize. The last 15 minutes would be the last final super ultra assault against the Mutants. While they would be indeed awesome to see in film (especially Richard Grey), the film would be not a good choice since only those who have thoroughly played the game would understand it.
Fallout 2 - The Movie would be my least favorite, since the game's plot is very clichéd with Evil Conspiracies, "Because You Are" motives to kill the hero and "save the villagers" overall plot. The beauty in the game is in the side-plots like what happens in NCR or Vault City, but in a film they would have to pass as 5-minute encounters.
Fallout 3, the film version, would be very easy to get onto for those not familiar with the game, as the game was to those not familiar with the earlier Fallout games. Fallout 3's events are strongly tied to the man storyline which revolves around the Purifier. This would allow a consistent story as long as the story itself was reformed to be less video game-like (especially dialogues would have to be radically reformed). But overall, I would see a bright future for a Fallout 3 film. Unfortunately it would still be a licensed video game film based on a popular and successful game, which is NEVER good. EVEN if Uwe Boll had nothing to do with it.
