Ah yes, the infamous "rainbow colours" problem. I recently purchased the Trilogy pack myself and ran into the same problem. I am running Windows 7 and this is how I fixed it.
Go to your start menu and right-click on the Fallout icon. Menu pops up, choose "properties". In the "Fallout properties" menu chose the "compatibility" tab then check the box beside "run in 256 colours" and "run in 640x480 screen resolution" and click Apply.
Once that is done just right-click anywhere on your desktop. Menu pops up, choose "screen resolution" and then just leave that window open. Do not click anything, simply leave the window open on your desktop. Then fire up Fallout.
Like I said, I am running Windows 7. Don't know if this works for XP/Vista but you can always Google "Fallout rainbow colours" for more info.
