And frankly, the only reason to throttle the PC version back to 30 fps is if you're indulging in that platform parity BS (let's gimp the strong platform so the weak platform doesn't feel bad), or because they tied some system to the frame rate like the physics, which is just stupid. Granted, all the past Bethesda games did just that, but the physics didn't go wonky until you went over 60. So cutting it back to 30 just seems like a giant step backwards.
But...but...Ubisoft told me I couldn't see past 15fps! How are we hitting 30?!
Hopefully it isn't true and it can run at 60fps. I honestly see no reason for it not to run at 60fps on PC if games like GTA V and The Witcher 3 can easily do it.
On console, that's a different story. Hopefully that will actually manage a stable 30fps and 1080p, as both seemingly struggle to do at times.
I can tell. 30 is a little more choppy but not bad as some make it out to be.
I really doubt they would limit the fps on the PC version, they've never done this before. I haven't heard of any game doing this really, it makes no sense.
meh, a slight difference. the 30fps version looks just as fluid as I'd ever need a frame rate to be. its much more important to me that the frame rate stays consistant.
Oh, there have been a few. A most recent example would be a racing game, who's name I can't remember. It was locked to 30 fps even on the PC. When Total Biscuit got into the .ini and upped it to 60, the entire game when crazy. They had tied some very important processes to the frame rate so much so that if it ever went over 30, it broke the game.
I tweeted to Hines and Bethesda Softworks about this. Maybe I'll get an answer.
It might also be worth noting that the higher frame rate also usually comes with a higher response rate. The game doesn't just look better, it actually plays better, too.
Fighter pilots could identify (note: Not just see that it was there, but IDENTIFY the aircraft) a plane that was flashed for just 1/220th of a second....... they could see that something was there at 1/300th of a second......
There may be no difference to the human eye between 30 FPS and 60 FPS when VIEWING animation, but there is a significant difference if you are required to interact with that animation.
I'm not that concerned with FPS, my concern & question is: will 1080p force 16:9 aspect ratio ? Am I going to be playing with black bars on my screen?
Guess so, also as 1080 don't work well for all pc, some laptops don't have that resolution while other like me has higher.
Their new racing game they announced at E3 is going to run at 1080p/60 fps, but it's a lot easier to achieve that in a racing game than an open world game.

A human eye can detect light in small flashes well beyond 1/300th of a second. Test with pilots have proven they could identify air crafts at just 1/220th of a second.
The 30fps is bad, but what would be MORE disturbing is a resolution cap of 1080p. A lot of us on PC play at 1440p now. 1080p is REALLY bad looking on a 1440p monitor, it becomes really blurry.
Why on Earth would they force people to play with hardware they don't even have on PC.
The game doesn't even warrant it. It's not like it is the most demanding game in the world. The only reason would be to CRAP on PC players and drag them down to console levels in forced parity. If people want to play on console it is their business, but do NOT make me a console player by forcing console resolution and fps on me.

And you aren't even comparing the same thing. A 1/220 sec flash is not the same as a continuous progression of those blips at 220 FPS
Resolution and frame rate caps? I don't believe that for a second. Or not even for a second, like its in the realm of impossibilty as a alien parasite bursting out of Todd Howard at Quakecon and devouring everyone while its seven mouths scream "Fallout 5 confirmed!"
Also I can tell the difference between 30 FPS and 60 FPS, but I can't see any gains above 60. And even then, 30 FPS is still plenty fine for most people.
Are there going to be settings for other resolutions?
