Fallout 3 Win7 Installation

None of the fixes work. I am running Windows 7 x64 quadcore, all drivers are updated, and the game is patched. I am not using two displays. The game is not installed in Program Files or Program Files (x86). I have no mods whatsoever. Fallout: New Vegas and all other Bethesda games run flawlessly. The app crashes when starting a new game. Please read the entire post before you reply.

I have tried:

Changing bUseThreadedAI=0 to bUseThreadedAI=1.

Adding iNumHWThreads=2 below the above line (and also trying iNumHWThreads=1).

Changing bUseBlurShader=1 to bUseBlurShader=0

(I have done these first three steps for all possible .ini's)

Downloading d3d9.dll and placing it in the Fallout 3 folder (not the data folder).

Downloading the K-Lite Codec Pack.

Removing all contents of the Fallout3/Data/Music folder.

Disabling all DLC.

Enabling all DLC.

Updating DirectX.

Updating GWFL and using tweaker in FOMM.

Using all possible combinations of video and sound settings, from lowest to highest, and everything in between.

Running the game in window mode and fullscreen.

Running the program in compatability mode for Windows 7 and Windows XP (SP3) - using both the launcher and .exe file.

Checking the boxes "Disable Visual Themes" and "Disable Desktop Composition" - for both the launcher and .exe file.

Starting the game, pulling up processes, selecting "Set Affinity", and disabling processors 2 and 3.

And all possible combinations of the above. Essentially I have carefully read every single post from every thread on the subject, both on this forum and the Steam forums. I have tried every single suggestion. Nothing works.

Anyone got any bright ideas on how to get this game running, short of buying an older PC?
