Fallout 3+windows 8=progress=choppy sound..advice?

So I have made progress, but at this point I have no idea how to proceed.

I made a clean install (as clean as it can be)
Installed windows 7 no updates no drivers.
Installed windows 8, on second disk.
Removed windows 7 by formatting the disk it was on.
Moved user folders to d;
Applied almost all updates from microsoft.
Installed basic drivers, motherboard, motherboards network card, realtek soundcard (hd audio) and ati graphic card.

After that I installed fallout 3 + net framework + the package for games for windows live client.
Fomm+Nmm+mods
So fallout 3 starts out fine, a few minutes into the game it crashed.
A naughty error with sound conflict.
Installed the k-lite codec pack x64
Disabled to my knowledge all codecs I could find.
(should mention fraps is in the background to monitor fps no capturing merely displaying fps)
Applied fallout 3+Fallout_Fullscreen.exe to DEP's exclusion list.
Ran Fallout_Fullscreen.exe as administrator.
And turned on my pipboy radio, it started playing quite well, but after 30-60 seconds the sound stuttered badly! Basicly like your badly torn cd that's stuck at same place.
So I switched to enclave radio same issue there, switched to gnr radio, it played fine for 20-40 seconds, and same issue.
Met a stoned wastelander managed to speak to him with audio for a few seconds and sound got jacked out and he for some reason died.
(not sure if intended or not, he was babbling about oasis)

So this tells me I have a case of sound conflict, but not sure how to proceed.
Anyone please help me! Give me something to work with.
