Now when I start the game, I can hear the title screen music playing and the "Task Bar" at the bottom of the screen shows a dim version of the game's title screen, but the rest of the screen shows my desktop.
Anybody have any ideas for me?

Do you use Nvidia Experience by any chance?
In any case, try deleting Fallout4.ini and Fallout4Prefs.ini in Documents\My Games\Fallout4
mark5917- I am new to pc gaming and not sure how to verify the game cache, however, I will research and figure out how to do it.
Badeker- I am pretty sure the computer has Nvidia experience on it. Does Steam automatically replace those files? I'm kinda nervous about deleting any files ending with .ini.
My wife said she found a work-around for the problem. Right clicking on the desktop and going to "Graphic Options" (?) there is a choice for "Stacked Windows" (?)(what she told me over the phone). Clicking on that brings the game back to full screen.

Use spoiler tags. CLick the button to the left of the Font dropdown. Select spoiler. Paste the entire report in the textbox.

You can safely delete those files. The game will recreate them.

If you open two or more window screens, if you right lick at the task bar and hit: Show windows stacked
You will get mutiple window screens stacked.
There should be another program running at the background, that doesn't alove the game to run in Full screen!
So, those two programs running at the same time.
