Faction name: Zodiac Empire
Faction morality (Good, bad, neutral, etc...): Neutral Evil
Followers: Anybody absorbed into their Empire.
Allies: Followers of the Apocalypse, New Vegas.
Enemies: NCR, Caesar's Legion, Brotherhood of Steel.
Location: All of Washington State with Seattle being its Capital, South West Canada and North Idaho but their presence can be felt all the way in New York in the form of scouts.
Technology (Weapons, armour, etc...): For the Zodiac Military, they have custom made T-51b power armour and equipped with powerful laser weapons or large guns. The Air Force is equipped with 300 Vertibirds, 200 of those being combat while the other 100 are used as either scout planes or troop transport. They even have 3 working Nuclear Submarines with 3 missiles in each of them, 2 megatons each, from Pre-War days, but are unable to create new ones.
For cities, the Zodiacs give full power nuclear generators that were made working again. In regular suburban areas of the Zodiac Empire, people live in Pre-War like houses with all luxuries like television, heating, electricity, plumbing, fridges, and radio, albeit only with 10 channels for radio and 30 channels for T.V, all Zodiac approved channels.
History:
The Zodiac Empire in Pre-War times was a massive operation in Far East Asia to transport troops to U.S soil, via cargo ships with stolen U.S Vertibirds to make it look legitimate to the Coast Guard. They succeeded and over 10,000 troops made it to Washington State where they attacked Fort Lewis and took over all of Washington State. Waiting for the orders from China to launch the nuclear missiles on board the nuclear submarines in a Naval Shipyard in the Puget Sound Area, they were taken by surprise when a nuclear launch warning was sent to the commander of the operation stationed in Washington. They seized control of the Vaults and took refuge inside. In there, 3 different coups happened in the largest Vault where the original leaders were housed, with the leader taking an oligarchic control of the government, acting as a chief executive with specifically chosen people to be "councilors."
They managed to keep contact between Vaults and other fallout shelters and when they emerged, they took control of Washington State once more and began to rebuild. Cut to 200 years later, Aiden Park, the current CEO of the Zodiac Empire, directed a hostile takeover of Canada. They were met with little resistance as the newly created Vertibirds and the 10,000 troops completely decimated any resistance. With that extra space, a flourishing boost of people happened. At the end of 2270, the population was little over 60,000 people, including troops.
Aiden took a very aggressive role. He took very good care of his civilians, providing true equality in terms of food and wealth. There was almost no crime due to the brutal death penalties and most people were happy due to the fact that they got 3 meals a day and free housing. But to enemy soldiers, there was no mercy. Troops would burn down entire towns with citizens in them just to take over another faction. Eventually, when they started to invade NCR territory in 2277, they met the Followers. Aiden was smitten by one of them and after a very magnificent wedding, the Zodiac Empire sent their near limitless supply of medical equipment to them while sending 10% of their troops around the bases of the Followers.
With that, the Zodiac Empire prospered. NCR started to resent them, not just because of their invasion but because they were brought up with a silver spoon in their mouths. While they got all the technology from China, Korea, and Japan, not to mention the high amounts of technology in the military bases, nuclear silos, and factories in Washington, the NCR had to claw its way to where it was. This caused rising tensions, sparking countless wars with the NCR, neither side moving.
At the end of 2280, the Zodiacs met Caesar's Legion but after seeing their "uncivilized brutality", they refused to help them in their attack on NCR, saying they didn't need Caesar's Legion. They established many bases in the Mojave Wasteland but never tried to expand beyond their Empire in the Northwest coast. They sent scouts as far east as D.C, but never tried expanding beyond their Empire without first getting rid of NCR and Caesar's Legion. The Zodiac Empire made contact with New Vegas and after some negotiations with Mr. House, the Empire made pact with him. Don't touch Vegas and they'll trade with the Empire.
Optional Quest
Fallout 3(Need Broken Steel): You are approached by a man in very peculiar power armour after doing many deeds that made you famous(fixing Galaxy News Radio and finishing the Main Quest). He introduces himself as a Colonel for the Zodiac Army and offers you a groundbreaking opportunity to establish a Followers of the Apocalypse base camp in D.C. But in order to do that, you must first do a couple tasks.
1. Acquire the schematics for a Tesla Coil, hidden in the depths of the Deathclaw sanctuary and guarded by a massive Deathclaw. To not attract attention, Zodiac members will take all heavy weapons and leave you with regular guns and energy weapons. After giving the Tesla Coil schematics to the Colonel, he orders construction of a base camp in the ruins of a building near Megaton.
2. Either negotiate peace with the Capital Wasteland Brotherhood of Steel or kill them. If you wish to negotiate peace, you must talk to Elder Lyons, Scribe Rothchild, Sentinel Lyons, and Star Cross Paladin(if she's dead, you don't have to). With a high speech skill, you can negotiate peace with them or just go on a quest to prove that the Zodiacs are loyal. If not, kill everybody in the Citadel.
3. Go into Vault 101 and either kill Amata or negotiate a trading relationship between them and the Followers who have just arrived. The Zodiac Empire had contacted them using Vault Tek instruments in the Washington Vaults and Amata opened the door for you and you alone. With a high speech skill, the Lady Killer perk, or finding a piece of paper detailing their motives in the Follower's base locked with a "Very Hard" lock, you can convince Amata to trade with them and open the Vault. Or you could just kill her.
With those three tasks complete, the Followers of the Apocalypse with Zodiac backup, have moved into the Capital Wasteland. Depending on how you went about doing the quests, there are 3 different outcomes.
Kill Capital Wasteland Brotherhood but not Vault 101: The residents of the Capital Wasteland, attached to the Brotherhood, kept attacking the Followers, regardless of them trying to help the people there. Eventually, the Colonel ordered Megaton burnt to the ground, causing the reputation of the Followers to plummet in the Capital Wasteland for years to come.
Destroy Vault 101 but not Capital Wasteland Brotherhood: The Brotherhood, realizing the amount of technology that could be gathered in Vault 101, headed there immediately to be met with a hostile Zodiac defensive. They waged a bloody and brutal war with the equally matched Zodiac Empire. But the Brotherhood had the home front advantage and the Zodiacs had no choice but to leave with the Followers. Enraged, the Colonel carpet bombed the Citadel, causing heavy losses for the Brotherhood, plunging the Capital Wasteland in a dark age.
Ally with the Brotherhood AND Vault 101: Vault 101, giving medical backing and the Brotherhood, after seeing their base, too scared to attack, both helped the Zodiacs. Although the Zodiac Empire attacked and ravaged the Brotherhood of Steel back west, in the East, a very close friendship was beginning to blossom. The Follower's base eventually became the first true hospital in the Capital Wasteland, helping the residents of the Capital Wasteland for decades.
Fallout New Vegas: You are approached by a man in Power Armour, much like the ones in those base camps that started popping up in the West. He gives you a letter to go to a Vertibird docking station in the North East corner of the Mojave Wasteland. There, you travel to the main HQ of the Mojave Chapter of the Zodiac Empire. The Consul of the area meets you and asks you to help him with negotiations in the Mojave Wasteland.
1. Meet with the head of the White Glove Society and ask them for free access into the casino for Zodiac soldiers and civilians to boost morale. You can either do the quest involving the White Glove Society and ask for it or threaten to blackmail them about their cannibalistic nature after speaking to a Zodiac spy. Either way, the outcome is the same.
2. Meet with Julie Farkas and give complete backing to the Followers in exchange for medical help during the Second Battle at Hoover Dam. You can either kill Julie which plummets your reputation with the Zodiac Empire to Vilified or help her with "High Times." After that's done, Julie will be relieved and using the extra resources now available, she pledges the Followers help. On a side note, you can help a Zodiac soldier who's fallen in love with Julie to help them be together for good karma and Zodiac and Follower reputation. If she's already dead, this quest won't start.
3. Talk to the Boomers to leave the Zodiac soldiers and civilians alone. If you completed Volare, they'll accept, otherwise, you either have to kill the leaders of the Boomers or complete Volare.
Depending on what the ending is, the fate of the Zodiac Mojave Chapter will be different. But in any case, the Zodiacs will send 4 fully clad power armour soldiers to the player to help them if the player helped the Zodiacs or attack him if he killed Julie
NCR: Much to the Zodiac Empire's worries, the NCR prevailed at the Battle at Hoover Dam despite their attempts not to. Using all the new resources they have, NCR turned their attention to taking back the parts of the Mojave that the Zodiac Empire controlled or had an influence on, including the Followers of the Apocalypse base. The Zodiac Empire was pushed out of the Mojave after Aiden ordered all troops to only be stationed in Freeside. The NCR couldn't take the Followers base and were pushed out of Freeside entirely.
Caesar's Legion(Caesar Alive): Caesar, feeling compassion to the Followers, allowed them safe passage. Due to the Zodiac's backing, the Followers refused. Shaken up by the Zodiac's complete annihilation of NCR forces during the Battle at Hoover Dam, Caesar allowed both the Zodiacs and Followers to stay. The Mojave Chapter of the Zodiac Empire flourished, despite Caesar's brutal rule of New Vegas.
Caesar's Legion(Caesar Dead): The Legate, stubborn to the end, tried to eliminate the Zodiac presence. But their advanced technology and near limitless supply of troops flowing in from Washington, stopped all charges and destroyed the Legion presence in Vegas. Due to this, the Followers and the Zodiacs stayed, defending the Freeside area from the Legate's control.
Mr. House: Although the Zodiacs preferred that the Courier take control, they managed to live with that. They set up many trading posts with Mr. House and a flourishing relationship came. Zodiac doctors, engineers, and soldiers flowed in to defend Vegas from the tribes while many Securitrons were sent to Washington to help the Zodiacs there. With them, peace was restored in the Mojave.
Yes Man: The ideal condition for the Zodiacs. In the anarchy, they annexed much of the retreating NCR's territory in the west and the north. When the dust settled, they formed a true alliance with New Vegas. Securitrons were sent, soldiers were received. The Followers of the Apocalypse helped as many as they could in the anarchy and with the Zodiac doctors, that seemed possible. The Dark Ages of the Mojave Desert lifted and an age of prosperity dawned.
