I would hope, considering what lore their is, and how enthralling a tale The Fall of The Snow Prince is, that the devs will do better with Falmer than they did with Aylied Wild Elves in Oblivion ( who are NOT exticnt, by the way, if you read the varying lore, including the books in the 2920 series in Obliivon and the book on The Wild Elves). I certainly hope that Falmer ruins will be present, if they indeed were the native people of Skyrim. Where else but in Skyrim would one find them? If they are to have an hour, and an aknowledgement, then here is the place for it. And they evidently do exist, if the tomb in Solesthiem is any indicator.
I don't think it would be hard to do. If there were a lost, well hidden remnant of the Falmer race, they wouldn't even need a special skin. The Devs could tweak and alter the look of Altmer or Dunmer in a semi-uniform fashion and manage it well enough.
The variance of ruin types would DEFINITELY be a good thing. It strains credulity that any land mass with a history of varied peoples and cultures would only have ruins reflecting one or two distinct time periods and cultures.
I won't expect it, but it would be nice, so I will hold out hope.
