Personally, I wasn't annoyed by either of them. The Adoring Fan is eccentric and hyperactive (we've all been there), and Fargoth is a friendly guy.
They're just characters that people love to hate.
I hope the Bosmer are taken a little more seriously in the next game, I hate role-playing as one and feeling obligated to run into the nearest death-trap screaming "By Azura!" while rattling off conspiracy theories and looking for my ring. The female Bosmer are almost never those weird, creepy, "don't look them in the eyes" kinds of people. They're a little eccentric sometimes, but they're not claiming the Blades want to kill them while making a death-list of people who think she's friendly/weird. They made the crazy Female Bosmer interesting, take Thamriel for example, she says some pretty cool things, same with Dagail. Hasathil's a two-faced two-timer (same as Heinrich), there's one in Cheydinhal who likes dogs more than people, there's Methredel who's completely normal, Carwen has dreams of a big future, Adanrel's sad and very aware of her surroundings, there's a Wood Elf in the Chapel in Anvil who's jealous of you.
But then you have the MALES, There's one in the IC who complains that he can't pass by a book store (not so bad), Thurindil's downright insane, Thoronir's very gullible (still not so bad), but then you get to the worse ones. Anguilon has a problem with everybody he meets and hates their guts, Athrelor's happy and "peachy keen" after Kvatch is burned to the ground in his introduction, Caenlorn ALWAYS asks you who he is of him and his Brother (and looks nothing like his "Twin"), Daenlin makes no sense, Enilroth's a little whiney brat, Erthor's a little scaredy cat and chooses the dumbest place to practice magic, Fithragaer commits violent suicide in an Ayleid trap, Glarthir... I won't even go there, Gwinas is pompous but really knows nothing about what he's getting himself into, Maglir's... :stare: Maglir, Uuras the Shepherd literally is in love with cheese...
And yeah, they've purposely made Bosmer men less likable than the Bosmer women and the kind of people you'd avoid at all costs. And then the Bosmer men kinda drag down the Bosmer women with them, and the whole race is labeled with a "Crazy" stereotype. I get that some of them turn a little... odd, if they're in too urban an environment, but there should be some serious and respectable Bosmer in the next game.
