I've done searches at TIL and UESP, and neither have come back very helpful with info on this city(?) in northern High Rock.

Is there really any info on them?

SO basically just a few questions....

What is the city/city state like in: size (city, territory, population), power/influence, history, ect.

And who or what are the Hellcats, as searches have yielded nothing to me.....

From the way the text sounds, I think it's picked from Arena - which didn't go long about description. The Hellcats would be the local arena fighting team.

If the only information we have of it is from Arena, it is probably safe to conclude there is no further information at all. (That's really usually the case when there's nothing more to be found on TIL.)
