Boss automatically puts fast arrow behind bashed, and the bashed patch is orange now. Not sure if that's normal.

Did you run BOSS after rebuilding the patch? That might be why it shows up orange. Typically you want to run BOSS then rebuild the patch, not the other way around.

What is the BOSS log saying? BOSS usually places files it doesn't recognize after the Bashed Patch. Report unrecognized mods in the http://www.gamesas.com/index.php?/topic/1233101-rel-boss-better-oblivion-sorting-software/.

You can also set arrow speed (and more) in the Bashed Patch itself. Search for 'Arrow: Speed' under 'Tweak Settings' when rebuilding the patch.
