i cannot fast travle what so ever. i am not standing under/in a building. please help me.

Are you over encumbered? If you can only walk, you can't fast travel. Only exception is if the slow walk is due to using an unpowered Power Armor. If so, drop items until you are no longer over encumbered.

If not, there might be enemies nearby or you're still in combat. If so, you need to move until they are out if range or give up the chase. Or kill 'em all.

i can run and i dont think i got any enimyes because i have had this problem form like 8hours in game

Sounds like a bug. Can't help you, other than to say try making a new game and see if the problem persists. Remember to nit override your current save- make a manual save before checking with a new game.
