Would the gods that watch over the beast, man, and mer races also look out for the Sload, Akaviri, and others? Specifically, would Sai spread luck to the non-tamrielic races?

He spreads luck to those around him according to tht one book tht mentions him, i think its called Ebonarm.

I would say if he is still relevant to the TES series then yeah he doesnt have control of who gets his luck other than who is next to him. When he resided in Skyrim and they then forged a Skyrim Empire. This caused imbalance and Ebonarm made him move around.

Honestly though i think Sai is probably no longer going to be mentioned in any titles. He was introduced in Daggerfall i believe and well lots of whats in Daggerfall was pretty much just not mentioned again other than the same books so to me Sai is an idea that was left by the wayside as TES reimagined the series in Morrowind.

Sai is going to be the center of a series of mods I'm doing. It's essentially the sequel to King Edward part 9. What I'm trying to figure out is who the gods would want Sai to visit. Would they have him travel the whole world or is he simply responsible for the luck of Tamriel? If there's another god of luck across the world, why would Sai need to visit there?

Nocturnal may not like Sai very much. Last I recall she usurped his postition as the person with the patent for luck. Unfortunately I don't think either one of them are sharing because apparently there is no luck in Skyrim...

But as far as Mods go. Sai seemed like he did whatever he was told to do by Ebonarm, his creator. I am not the most familiar with Daggerfalls Lore and all so you may want to wait for another poster.

The akavir have their own gods, the sload worship Mannimarco, the Maormer religion is unknown but most likely they worship snake gods, the remaining humans in Atmora probably worship some ancient gods from before going to tamriel, the yokudans who still live near the ruins of Yokuda probably worship the Redguard pantheon and as for the Daedra all we know is that they also do deals with the sload but no conformation on if they interact with the other races but my theory is that they do.

Where do you get your Nocturnal info as far as luck? Also, are the foreign gods just the Aedra and Daedra by different names?

The Thieves Guild in Skyrim mentions Nocturnal as being responsible for luck among thieves several times. It's pretty much the main point of the questline. I don't think her luck-management applies outside of those who dwell in the shadows, though.

Well she is worshiped as the Lady of Luck and also can give "luck" to you in a certain questline in Skyrim. I do not want to provide spoilers perse but you can go http://www.uesp.net/wiki/Skyrim:Nocturnal(minor spoilers possible in this link) and look at it though in game info is always best.

I've completed the questline. I agree with Velorien that she wouldn't provide luck outside the shadow community. Thanks for the help, guys. I think the matter has been closed to my satisfaction.
