For me, I'd have to say its a close call between Oblivion's The shivering Isles and Dragon Age's Awakening.
Shivering isles gets the slight edge however, that was an amazing experience all around.

My favourite expansions for 3 games are these.
Medieval TW - Viking Invasion
Rome TW - Barbarian Invasion
Napoleon TW - Peninsular Campaign
Fall of the Samurai, for Shogun 2 Total War.
Bloodmoon is my favorite. I loved Solstheim and spent massive amounts of time there. I started modded games there and even spent entire games up there.
The Hordes of the Underdark expansion for Neverwinter Nights would be my second choice. Dragon Age - Awakening would be my third. Opposing Force and Blue Shift for Half-Life would be my fourth and fifth choices.
Dead Money from Fallout New Vegas without a doubt. Other favorites being Artorias of the Abyss from Dark Souls, The Secret Armory of General Knoxx from Borderlands, The Shivering Isles from Oblivion and Lair of the Shadow Broker from Mass Effect 2.
Dragonborn DLC for Skyrim, it's about as close as you're going to get to revisiting Morrowind with Skyrim graphics (without using mods, which I don't use).
Frozen Throne was quite excellent, both campaign and gameplay additions.
Dead Money for Fallout New Vegas definitely. With Shivering Isles as a close second.
