My personal choice would have to be shock because few enemies are resistant.

Shock is alright, but I prefer Fire.

If you don't have any magic resistance to Frost and you happen to be a melee based character who comes across a frost mage, you're screwed.

Frost is kinda useless in a province where the majority of people are resilient to it and it shoots pretty damn slow. I prefer either fire or shock.

Frost looks the coolest to me, but it just annoys me that it's virtually useless against half of skyrim. Your frost spells do half damage against half the population of skyrim. Why not something that doesn't gimp an entire spell type like having anything frost based do 25% more damage for nords?

Shock doesn't, how do I say this, have that feel like your throwing lightning at someone.

Fire is obviously the best though. Lowest cost, most damage, dunmer are resistant but 25% fire resistance isn't as big of an obstacle as the 50% nord frost resistance.

All in all frost would be cool if it wasnt weakened by bad design.

Depends on my build and my opponent. My vampire characters never use fire, for instance. With most of my characters, the element depends on who I'm facing. Fire works great against many frost-attuned enemies, but shock is is the clear winner against spellcasters due to the magicka damage it inflicts. I have found frost especially effective against Burnt Spriggans and quite useful when battling quick moving enemies.

Shock! The most arcane looking, most efficient (IMO) and satisfying.

Don't forget some of them can lightningbend too :cool:

Frost.

It's prettier and provides a challenge. Except on Solstheim, where things are brutally destroyed by it.

"Oh, what's that? You have a 50% resistance to frost? Haha...that's cute." *wrecks them with Ice Storm in a few seconds*

I love shock, not really for the lack of resistances to it, because not many things are really resistant to fire either, but I just love the speed. Nothing beats instantly roasting a roaming bandit party 75 feet away with a well placed chain lightning spell.

Fire

I always plan to try out Frost or Shock but almost always find myself using Fire in the end.

Shock is my favorite, especially when it disintegrates my enemies. In a sense, lightning (shock spells) burn targets like fire spells do, but in a less noticeable way in the game.
