I have no idea, I like Junktown and the Hub in Fallout 1. I kind of like the Den in Fallout 2 aswell.
Actually, it's not the towns I like, it's their quests and NPC's. If I had to like a town it has to be Junktown with their... junk.

I would have liked Freeside alot more if the engine could handle http://www.brokenfrontier.com/userfiles/images/headlines/2010/jul/FALLOUT.jpg, and if there were more quests to do and of course criminality.
