Tough one.....I'd have to say the Enclave.

The Master. Very easy answer. He's also the only Fallout villain that actually seems memorable to me.

I always laughed at Melchior if he counts and I always respected John Henry Eden.

Ulysses and Caesar.

I think a villain's job is to make you question if they truly are the villain. Both of these guys have very compelling arguments and put a lot of thought into their actions. It's tempting to support them. The Master and the Enclave, not so much, as ultimately their plans are doomed to fail or can't involve you.

The Master. There's something about him being a pile of slime hooked to an overseer chair with a computer helping him speak, and he talks about how mankind is better off if dipped in FEV like him!

id have to say father elijah as well.
I like the way he was portrayed and his actions. Hes a really smart man, off a bit, but still the way he does things thru trial and error and being driven, he was really well done in showing hes a human being as well as a villian. Like how he didnt start off that way but his past and failures that hes dealt on as lead him down the road. . I find his background very interesting and hes got a great voice.

Plus whenever I see him, I think of Anthony Hopkins...i dunno why. They resemble each other quite a bit and Anthonys the man.
