Thanks for the report. Not using Fran's so I can't check, but perhaps there's a faulty mesh or something in the "old" Fran's bsa. Seems a bit unlikely, though, as it's a very popular mod so it should have been reported long ago.
My sincere apologies. This report is not true. I took a break from Oblivion after this "finding" and now, after some more testing, it turns out FraNewItems.bsa is not the culprit after all. When i had changed the bsa, I must have gotten lucky becouse I fresh-entered cell26 like 20-25 times in a row without crash, and so I posted my findings here. However, after some recent testing (with no changes made), the problem actually remains. There is no difference. Just seems this spawn that is causing the problem is highly random.
Which makes a whole lot of sense becouse if one looks in the CS at 300_test.esp, there are 9x "LL1UndeadBones100" spawns. And by poking around some in the CS, it seems this particular leveled list cointains *alot* of different spawns.
For further investigation, I just removed the "whole FCOM" (OOO,MMM,Fran,warcry etc) bit by bit, to at least try to find what part of FCOM is causing it, before I do a complete reinstallation.
Turns out, that even if the whole FCOM is gone, and only MMM is installed as a standalone overhaul (added the correct esp, renamed BSA, deleted FCOM/OOO/etc remains, rebuild patch) then it will *still* crash at the same frequency in cell 26. But rest of MMM is working fine. With also standalone MMM gone, thus back to vanilla spawns, I coced to cell26 well over 50 times and ran through Vilverin just fine, so the game seems fine (but oh so empty

)
Anyway I'm not going to throw blame so carelessly here again, but I seem to have tracked this down to my install of MMM being what is causing this. I will try to test this extensively, but if anyone have any kind of suggestion at this point, it would be very welcome

also, if anyone knows how to for example spawn specific creatures one by one from MMM's LL1UndeadBones100 spawns, it would be great becouse it would probably be easy for me to find out which one is causing this then right?
EDIT: since my finding seems to revolve around MMM, i'm posting my findings there instead, as to not bother FCOM people with this
it clearly has nothing to do with FCOM since I disabled FCOM and it remains still. Delete my posts in this thread if it is neccseary.
