I feel that Frost and Fire Breath shouts are worthless

Shouts so far for me are underwhelming in combat. I use Throw Voice to attract dragons and it was great for pulling away guards for sneaking. Become Ethereal is great for jumping down mountains.

Most shouts are terrible, especially the ones based around dealing damage (Fire Breath, Storm Call, etc). The only useful ones are the disablers like Ice Form.

I tried to use the shout Storm Call to raise a lightning storm against one frost spider ... inside a cave. It did not work! :swear:

They simply need to implement a Shout perk tree like the game jam Werewolf tree
A perk tree that you can unlock by spending dragon souls would be pretty awesome. You end up with too many dragon souls at some point anyway.

Hmm. The fire shout was probably my most commonly used one (force push was the other). That extra bit of damage, or lighting oil on fire, or the whole "burning targets take more damage" thing.... yeah, used Fire alot. :shrug:

Become Ethereal is good for decending mountains as somebody already meantioned and unrelenting force (x3) is efficient and quite satisfying when used to throw enemies down from forts/clifs/mountains.

Whirlwind Sprint is important for some loot that cannot be reached by other means.
Elemental Fury gives a melee fighter (esp. dual-wielding) a high attack speed and makes you feel like a Japanese cook who is chopping up fish.
Slow Time is good for a similar reason and until you get Elemental Fury, and it is useful for any type of character.
Unrelenting Force can help in getting loot out of unreachable corners and heights. You blast it out.
Throw Voice ("Hey cheese brain!") is if nothing but funny, and it can be used to lure opponents out of corners or to misdirect them, and great for thieves and assassins.

The only three shouts I actually use: Whirlwind Sprint for faster travelling, Aura Whisper to size up how many people I have to kill and Dragonrend for... dragons. I find most other shouts pretty useless. Especially Kyne's Peace.

I mainly just use Dragonrend (for dragons - big surprise) and mostly Aura Whisper x3 (playing Stealth/Assassin). Sometimes Unrelenting Force and Become Ethereal (descending stuff quickly or avoiding dragon's shouts this way). Frost Breath is - in my experience - not very useful, Fire Breath on the hand can be useful against Frost Trolls (weakness and you do more damage when slicing them up when they're burned). But in the end I feel Unrelenting Force x3 is more effective against those Frost Trolls than Fire Breath anyway... so yeah, I see your point.

Firebreath is good when you have all three words and parth helps you meditate on it. So it essentially becomes +4.
Other then that, its meh.

I only really use unrelenting force. And then only for the lulz. I've maxed out single handed skills and have a Legendary Daedric sword so things die pretty quickly either way.

Depends how you play I guess. Like playing as a warrior who doesn't use spells, all shouts can be pretty fun to use. Playing as a mage though who uses spells all the time, even if the shouts were awesome I still think they just don't suit the gameplay of a mage. So yeah...shouts are really a warrior only class imo, the whole dragonslayer storyline has been designed around them really so it makes sense to me at least, and I don't mind that to be honest, it's fine. Shorter CD's though on some please.

dragonrend, whirlwind sprint and unrelenting force are really the only 3 i need....

my mage also uses the freezing shout.

rest could be deleted without me caring that much. elemental fury was maybe a bit funny here and there

The problem with shouts and shout effectiveness is the fact they all share the same cooldown, meaning if you use Fire Breath shout, you cannot use any other shout until the cooldown associated with Fire Breath finishes. For things like Call Storm (or whatever its called) that has an absurdly long shout cooldown, this puts ALL of your shouts on cd for a very long time, to the point where you don't use it in many cases or end up "saving it" when you need to, but never really end up needing to. It's like games with "Special" ammo that is limited. You end up not using it, and "saving it". I think a much BETTER system would be one where shouts are categorized. Certain shouts WOULD share the same cooldowns, but others would not. You would be able to bind hotkeys for each shout type. Shouts that cause damage would have their magnitude scale based on level, which is more natural and makes more sense than "outleveling" shouts. I think THEN, those shouts we more or less see as "worthless" because we have had to prioritize them, now become useful and the entire Shout system becomes more functional and useable as a system rather than now where it is more or less the toilet paper that gets stuck on your shoe sometimes when you exit a public restroom facility.

How about adding scaling to some underpowered shouts based on total number of absorbed souls? Sounds logical lore-wise.
