Can anyone explain to me why Feet of Notorgo is not available as a starting spell? A Breton, specializing in Magic with Restoration among his major skills and Willpower and Luck as his favored attributes should be able to get the spell. It's marked as a starting spell in the CS, so what gives? Is there another check apart from the chance to cast for starting spells? Does it perhaps have to do with the spell cost?
