My first problem. Is a face bug I have. It seems quite odd. Like the mouths are showing through from a distance. Hard to describe. Which is why I took pictures. http://i55.tinypic.com/16axtog.jpg http://i56.tinypic.com/6gygw9.jpg
Hard to take a picture of it, cause close up it looks fine. But from any distance greater than the one in the pic, it messes up.

Any help with that problem would be darn skippy.

I also have another bug. With the menu. It's seemed to subside lately, and confined to only one place. The load menu. This only happens at the main menu, and not the other load menus. http://i52.tinypic.com/160pus5.jpg While not utterly terrible. Would help to figure out a way to fix it.

I'd also like to see if someone would be willing to go over my modlist, and see which mods are pretty much....pointless I guess? Not needed. Stupid, or otherwise cheaphax. lol.

Some tips:

Get the Unofficial Patches. They fix a LOT of extra bugs, though I'm not sure if any issues such as yours are fixed since I haven't personally seen those before. Get them here:
http://www.tesnexus.com/downloads/file.php?id=5296 (Think you should avoid the exe-installer if using vista/win7)

http://www.tesnexus.com/downloads/file.php?id=9969 - See above
http://www.tesnexus.com/downloads/file.php?id=27710 - Install after the rest, many additional fixes here

Edit: Saw now you had the UOP, but not the USIP or UOMPs. So get the missing ones, and update the UOP to latest version. Should be 3.3.3.

Also I'd suggest getting a building a bashed patch with Wrye Bash, might very well fix the issues you're having.

Oh and since you asked to look over the load order, here's some more tips:
Get rid of the Natural Environments pack (keep Natural habitat though if you want, but get rid of the rest). Get http://www.tesnexus.com/downloads/file.php?id=18305 instead, it includes the Natural Weather amongst other things, and is still being maintained and updated. Works much better.
Denock Arrows isn't needed with COBL, so can get rid of that. You can enable the feature from the COBL options in your inventory ingame.
Midas OscuruGems.esp is very oudated as far as I'm aware, and think I remember it causing issues with later versions of Midas. Not 100% sure though.
Drop the citadel door fix and UOP vampire fix. Use the tweak in wrye bash for the vampire fix instead when building your bashed patch.

Hm what else... Since I can't see versions of the mods from your posted load order (if you rightclick in wrye bash and choose List Mods then copy/paste that info we can see versions of many mods too, very useful!) but make sure you have the latest versions, can't hurt. That means MMM 3.73b3, OOO 1.34b5, COBL 1.73, OBSE v20 (v19b should be fine for the mods you use though I think), MenuQue 7 etc. Quite possibly more things that could be improved in your loadorder, but alot of those mods I don't know about. Finally (which i think you might already do though), remember to use BOSS to get a better load order.

OOO 1.34b5 -> http://tesnexus.com/downloads/file.php?id=15256. It's a very important update when you're playing MMMforOOO.
COBL 1.73 -> http://www.tesnexus.com/downloads/file.php?id=21104, get the file called Loot-Drop-Merchant changes Proposal. I'd also recommend getting the MMM-Cobl update from the http://www.gamesas.com/index.php?/topic/1116296-relz-martsmonstermod37b3-public-release-3-relz/. (Direct link for download: http://www.4shared.com/file/149656474/a6bb36c9/MMM-Cobl.html)
Oh, and don't use COBL Tweaks.esp when using that file, as everything from that file is implemented into it. From the MMM thread:

As for Wrye Bash, it's really quite simple although it might not look like it at first. There's an excellent pictorial guide for it http://www.tesnexus.com/downloads/file.php?id=35230 made by alt3rn1ty. I do believe a bashed patch is the best bet to fixing the issues you're having, as long as it's done properly. On top of the pictorial guide, > http://tesivpositive.animolious.com/?page=bashed_patch < link might be useful too. Be careful with the Import Names function however, you ONLY want to check the boxes for mods you actually there. I personally also import the Guard Names.csv on top of that.

After doing everything. Correctly I believe. Both the problems still persist. I may consider doing a complete reinstall of Oblivion and trying from there to see what I can do.

Post a current load order via Wrye Bash by rightclicking on the fileheader under Mods-tab > list mods > copy/paste that info here. Might spot something there that's out of whack, much easier when I can see the versions. Can't guarantee anything though ofcourse. :)

Doh, can't spot anything else I'm afraid. Well, you should probably re-add Cobl Si.esp and Cobl Glue.esp - was only Cobl Tweaks.esp you needed to remove when adding the latest MMM-Cobl.esp. Also something else I forgot to mention, get rid of Living Economy and get http://www.tesnexus.com/downloads/file.php?id=25078 instead. Same reasons as for getting All Natural over Natural Environments. :) Also, still no unofficial patches for DLCs in the loadorder - though I see you have the latest supplemental for vanilla and Shivering Isles now atleast which is good - but deffo add the ones for other DLCs too.

I doubt any of this will fix your issues however.. Hopefully someone else can spot something I missed, since like I mentioned there's a good number of mods I have never tried there so I can't say if they possibly mess things up for you or not. The files I have no idea about are:

You should try starting a new game with all the changes you've made and see if the issue persists then, before you try the re-installing option.

I did everything right. But now I've done a full reinstall. Still had the load menu problem....so I figured as a last ditch effort, I'd move my .ini so it can regen a new one. The .ini was the source of the problem for the Load menu. Gonna start a new game real quick, see if the face problem is still there, before I remod.

Edit: Turns out, the .ini was the cause of both the problems. Odd. But, fixed now. I didn't HAVE to reinstall. But honestly, it was for the best. Because I don't remember what mods I had installed in OB before. So I've got a clean slate now. =3

P.S. For a laugh, I'll tell you a quick story. Loaded up the launcher after moving the .ini, launcher detected video settings, and slapped me in the face by setting it to VERY LOW. Provided, when I loaded up Fallout New Vegas for the first time, it set the settings to Ultra high. No idea why it decided to set my settings so low. My computer can handle Oblivion at high settings.
