Under the Restoration tree there is a perk called Regeneration which states "Healing spells cure 50% more." Does this mean that healing is 50% stronger or is it related to another restoration spell?

If I level my smithing skill to 100 but place no perk points into it can I still upgrade armor that I find to legendary?
