Okay, just two unrelated questions.

First: Is it possible to change the skill bonus from minor and major skills? For instance, say I wanted major skills to start 30 points higher, instead of the default 15. Something like that.

Second: Is there an easy/automated way to go through all the light sources in the CS and unflicker them? By that, I mean set the "Flicker Effect" to none for every light source. I know Wrye Bash can do it in Oblivion for performance, I honestly just want to do it in Morrowind because I don't like the effect that much.
