I'm not able to open the safe in the pool at Fiddler's Green Estates. Is it dependent on a later quest? I don't even get the prompt to pick it or anything.

I believe I had the same issue. It's underwater and you don't get a prompt to open it.

I think I just left it, though it's been over a month since I was last there, so I can't remember tbh.

If it's completely submerged (I never saw it before) then maybe the water surface is interfering with the prompt. Try crouching, and/or go into 3rd person and manipulate the camera to face it a bit better.

I didn't try 3rd person. I'll see how that fairs. Thanks.
