Well you get to 50 by basic leveling, from 50-81 you basically just have to max skills and get there exp, so yes it takes a long time

I'm level 17, but I started with a thief/sneak at first that went to level 15 then switched because it was too easy.

I find that the leveling up has slowed a lot since about level 15.

What's happening exactly at level 50 and 81?

lvl 39 on my Ranger got bored and started a babarian that have reached to lvl 9 by now. I really want to start a necromancer too but i think there will be time for that too

Level 25 or something, played for about 25 hours now. Am not really fast, neither am I really slow. Doing everything at once and then again nothing at all (joining Dark Brotherhood, Thieves Guild, three storyline quests, then the quest in Markarth with the Forlorn, then back to the Dark Brotherhood, explore a bit, do a Thieves Guild quest, check out the Companions, and so on, and so on...).

No, you get perk points every time you level, until you hit 81 (and a half).
