It is apparent that Gene is a real hard guy to track down. It's almost like he's a caravan merchant, except he's selling dogs. I've been trying to find him myself. So, I thought it might be helpful if players could list locations they've come across him so we could all come up with a trail he sticks to.

Found him a bought a dog that I can't find. Guess it's like that guy selling the cap card for 110 caps. I bought one just to see what happens...he called me a [censored].<- Popsicle if you're in the know.

Well the way I understand it is you send the dog to a settlement. You have to pass a speech check though.

I lucked out and found him at the Lighthouse as I was moving my stuff in. Bought the dog, so now Dogmeat has a buddy

I bumped into Gene the first time at a farm settlement near Sanctuary and talked him into letting me buy a dog. Later I saw him a second time after fast traveling.. at the same farm. So.. now the farm is doubly guard dogged. I know I can move it eventually, but I hadn't developed many other settlements at the time, and Sanctuary seemed to have hit its limit on residents.

I have met him twice, once just to the east of Arcjet Systems, and then just outside the National Guard Training Yard.

I think the rather than having a fixed route like the merchant he is a random encounter, so he will possibly spawn at any of the random encounter spawn points.
