I've noticed fire often (not always) has visible "contours", I have that problem especially with fire spells.

My game is heavily modded but that shouldn't cause any issues with graphics.

Hmmmmm, never seen that before. Could still be a mod you're using.

That's easy to overcome, i guess...
Just disable your mods, and start a new character.
If it doesn't happen again, then most probably it's a mod to blame.
If it happens again, it could be some changes you have made on skyrim's .ini files, or even wrong adjusted game properties 1 or GPU 2 as well.
