Ice slows down enemies

Fire lingers and burns

Shock has a slight chance of damaging magicka and stamina

Or so from what I have seen when I get attacked by enemies.

Yes, they should be vulnerable to the opposite magic.

My only experience with counter magic is shouts, but I've noticed, say, fire breath is more effective against frost dragons than frost breath. I assume the same goes for non-shout spells.

TC, are you saying 'fire mobs' as in fire mages and magic casters? Then you use Lightning. In the Rochambeau of the elements, lightning should be used on magical based enemies. Frost on Warriors (unless they're just a bunch of Nords, even then though its good for taking their stamina away), and Fire wherever. Then if its an elemental enemy, like an atronach, do the 'Rochambeau' opposite to counter. You can obviously use whatever you want, but that's how the elemental counters are supposed to work.
