tell me, is there a good program that is free to reduce/encode video so it becomes smaller then 20 GB for 10 minutes LOL! or maybe another screen capture program that has good visual and still reduces the size dramatically?

I want to report some cheaters, but my video's are insanely big with full hd fraps, and even on half size the size is extreme

Sygys - actually any video editing software will do. Hell, even converters are good for the job.

Fraps+converter=win.
