Figure out what race I'll play.
Run the main quest until I can't get any farther just to start the dragon spawns. I might just follow the main quest to each hub and do their quests until I feel like the dragons are spawning at their maximum rate. Then I'll wander / max the mage's guild / hunt for dragon shouts
