I've seen many issues about this on here and (for me at least) it works and I can get to the title screen of Fallout.

1.So basically go to here ---> C:\Program Files (x86)\Steam\steamapps\common\Fallout 4 (C: = Hard Drive or wherever you saved it).

2.Go to Fallout4.exe

3.Right Click on Fallout4.exe

4.Go to properties

5.Go to compatibility

6.Once in Compatibility go to Compatibility Mode

7.Tick "Run this program in Compatibility Mode for (whatever Windows you're using).

8.Click "Apply"

9.Open Fallout 4

If it doesn't work, I'm afraid I don't know, as I got this from a YT video
