Ok so I wasted lots of time trying to fix my bugged out Vampire status; I couldn't feed or start the quest chain to cure and and didn't want to lose many hours of progress.
After digging through the console command for the Fallout series and Skyrim I found out how:

The Rising at Dawn Quest ID is VC01, the stage Id where Fallion is casting the cure is 185.
So in the console, from any area (press ~, not case sensitive IIRC), type the 3 commands in order and press [enter] after each of course:

• ResetQuest VC01
  
• StartQuest VC01
  
• SetStage VC01 185

Now you wait a few seconds for Falion to finish casting ritual (you don't even have to be in the area). Wait a few more seconds, the screen will dim and come back, and the quest will be marked as complete and the vampire related stuff gone from your character info(w/ 1 objective "Speak to Fallion" undone, haven't check for that yet)

I just found this and posted so I'm not aware of any side effects so far; hope it helps you out. Gods know I lost lots of time and patience over this...

I'll try to remember this if I get to this point

I've seen one fix. Before you meet Failon there will be a mudcrab near-by kill it and he won't get distracted and the game shouldn't glitch up. I killed the mudcrab and didn't have a problem with Rising at Dawn. For feeding the best way is to go at night and break in people's houses or you might be able find people sleeping like in the jarl quarters. Just go up to them, when it says pickpocket except the function and it should give you the feed option.

Some players (myself included) couldn't get the "feed" option and thus were permanently stuck as a full vamp w/ everyone hostile; couldn't even start the Rising at Dawn quest because of this.
I even became a Werewol which is supposed to cure Vamprisim but that didn't work either .
Maybe I didn't go far enough in the lycanthropy chain; I stoped after I rank the blood and it didnt cure me of vamprisim.

The console commands are a work around to this.Originally I was trying to find the console command to simulate a "feeding" so that I can start the Rising at Dawn quest chain, but couldn't find it.

WOOHOO thanks for this, I got stuck with both lycanthropy and vampirism and couldnt feed if I tried. This has fixed the vamp cure for me, fixed the lycan one myself.

Does anyone know the console vampire quest Glitch fix because Falion is trying to kill me.. I slept until 10:00pm at Markrth when I awoke guards and people started attacking me.. and Falion like I said is trying to kill me I knocked him down 5 times think he would stop and that would stop the Glitch but know I'm in the middle of the marsh going to try going back..
