Maybe you're right, but I doubt it. From what they showed in the "tiny fraction", I kept seeing the same mods, over and over, weapon after weapon... sights, barrels, grips, scopes, suppressors, mags -- but nothing related to flashlights. It's a very common weapon attachment IRL and should apply to any gun, so you'd think that we'd have seen the flashlight mod in at least 1 of the 100+ mod options shown in the video.
I guess flashlight attachment could be tied to something strange, like grip, sights, or scope, but, again, I doubt it.
to this day, standard Skyrim doesn't have realistic darkness. in mods, yes, but not the actual launch game, not even the console patches added true darkness. where it's appropriate.
you had all these kid friendly "glow" light sources making places taht should be pitch black, instead casual friendly so they can see without needing torches or lamps or light spells.
Bethesda gives into the brightness crowds because the mainstream are too lazy to gather and use resources like torches to see in the pure dark,
so the level design dumbs down the darkness so people can explore/travel in those areas without needing torches/lamps of any kind.
having pure darkness in appropriate locations, interiors, and nighttime would really make Fallout 4 much better, and would give rise to the value of things like
flashlights and stuff.

I agree with this. It would also encourage you to actually think about your character's daily cycle. Like, I sleep when it's dark for the most part. The Wasteland should be scary at night, and having a safehouse where you can spend those dark nights would become critical. It would probably also make me spend more time at bars, etc. waiting for daylight. The fact that you can just run around 24 hours a day complete unobstructed is ridiculous.
That could just be because it's not a direct action. In other words, you may need to bring up the pip to turn it on and off, not just push a button.

If they exist in the base game then I guess it's very likely they include it as a weapon mod, considering we have such a wide selection of weapon mods/customization.
I don't see how or why flashlights wouldn't be in Fallout 4.
Realistically, I think they'll turn on/off automatically based on lighting conditions. I say this because I didn't see a button mapping for a flashlight on the leaked XB1 controls.
I'd have it linked as the same for turning the pipboy light on.
Well, now we have the answer: Because the nights are so damned bright that it seems like daytime.
Do not worry mods will fix nights to be dark and will add flash lights to increase immersion.... just like in past FO games
Yeah, just annoying to have to wait for that. Especially with no brightness slider.
My monitor has been adjusted perfectly for everything else I do, including Fallout 3 and Skyrim (where I also had to install darker nights). Monitor, or even in-game, brightness doesn't solve all the lighting problems either, unfortunately. Simply adjusting the brightness will affect the daytime light as well so that starts looking weird instead. And low brightness doesn't make the nights feel properly dark as it dims light sources as well.
I actually wear a miners helmet for most of the game, it comes with a headlamp like the power armor.
I just bought a helmet with a flashlight on it. How do you turn on the flashlight?
TAB i think. Atleast it is TAB when in Power armour, i think it overrides the Pipboy light.
Oh, ok, that would make sense. I reassigned my Pip-Boy key to Backspace, so holding the key activates the Pip-Boy light. That should switch it to the flashlight then, I guess. Trying that.
Get a Mining Helmet. When wearing one, you'll use the light on it instead of your Pip-Boy light. You can also change the Mining Helmet's light color at the Armor Workbench.
I bought a combat helmet of sorts, dmg res 13/13, which looks pretty cool compared to a mining helmet. It has a light on it too. Didn't know you could change to color either, very cool.
Combat Helmets don't have a light. I have one myself and I still use my Pip-Boy's light.
