Flickering NPCs...?

I originally tossed this problem over in the thread for the Increased Wasteland Spawns mod, considering it's really the only spawning mod I have. However after jumping the gun and checking it out again, IWS was not at fault. I have turned off all mods and tried playing vanilla, but obviously that's not the best solution. Guess I'm just looking for anyone who has had similar issues.

So, this is gonna be really weird, but I've had a horrendous problem as of late in which NPCs glitch. Every time I enter any area (currently Nellis AFB & the Boomers), NPCs flicker on and off, and I can see them flipping between different sets of weaponry as they phase into and out of existence. It settles down after a bit, but it happens every time I enter a populated area, aka everywhere :P

By the way, this also cause intermittent pauses as the NPCs fade all around. As mentioned above, I thought it was a bug with the spawn rates and how IWS handled spawns, but I was mistaken.

I have a feeling I'm missing something insignificant, but I wouldn't even know where to start. The only other mods I have that even touch NPC spawns, I think, are Monster Mod 10, Warzones, and maybe Repopulated Wasteland. However I turned off Repopulated Wasteland with no change.

Here's my mod list, but I've looked through it again and again, merged patches with FNVEdit, and made sure the load order is correct with BOSS. I'm stumped, and I really want to keep playing with the increased spawns. Also, I've noticed this even happened on Veronica too...

So... just a quick follow up. Turns out is had to do with the Powered Power Armor mod. For whatever reason, with any characters who wear Power Armor (in this case, nearly all the Boomers :P ), including Veronica at the time, they would flicker while trying to equip the PPA. Just as a test I mulled through the load order and used a little logic. "What and how does that mod affect the game?", and such. I didn't put 2 and 2 together until I disabled the mod, and Veronica stopped flickering, as well as all the Boomers in Nellis' hangar bay. So... what to do now that I know the mod that caused the issue? I like it too much to remove it...
