Whenever I start up Fallout 3, whether it be in the menu or while playing the actual game, on the top left corner of the screen, what appears to be a title bar that says "Fallout 3" appears. It flickers for a second or two, dissapears for a second, then reappears and starts to flicker again. This repeats over and over. It only takes up that corner, so it doesn't prevent me from playing the game, but it is really annoying. If you don't know what I'm talking about, imagine the corner of the title bar on whatever internet browser you are using appearing and flickering on and off while you play Fallout 3. What can I do to stop this?

And I've tried playing Fallout 3 with absolutely no other screens open, but the error still occurs.

Do you have a sidebar on your desktop? That's what was causing something similar to happen to me.

Yep, I had rainmeter running. I turned it off and the error stopped, thanks!
