I have seen a similar effect along various coastlines, but nothing quite like that. Try deactivating Enhanced Water. If the problem persists, download RefScope and identify exactly what mods are affecting that cell.

Nothing to do with any ESP. You're seeing the LOD land mesh there. Assuming you're standing in a Unique Landscapes-edited location, you have probably neglected to install the appropriate LOD land mesh - some ULs come with an LOD land mesh, but due to the stupidly large size of LOD land meshes (they cover far too many cells), many of the ULs exist within the same LOD mesh area, meaning that multiple ULs may come with different versions of the same LOD mesh, but each is tailored only for that specific UL and thus will conflict with the other ULs within the same area.

Thanks, that fixed it. I installed the compilation OMOD, but then ran TES4LODGen after installing RAEVWD. Should that have messed up the LOD meshes for UL?

TES4LODGen does not have anything to do with landscape LOD. It only affects VWD objects, such as walls, houses, rocks, etc.

Last time I tried to compilation OMOD all water in the game disappeared. Installed all the separate UL's is a pain, but it's well worth the extra time. It's much easier to deactivate a specific UL if they are installed separately in case there is a mod conflict.

Which is something you'd have to take up with the compilation's maintainer.

I personally recommend using BAIN, it would make it a lot easier to sort out the kind of conflicts you're probably getting here.
