flying, swimming and relatives

flying should be INGAME!!! how else are you going to slap that lizard in the sky?. flight should be seperated into 3 forms.

levitate

jump

fly (the player cannot stay still, and controls now resemble a plane with swords and magic)

sky should be dangerous with dragons, whatever skyrim has to replace the cliffracer, people with bows, winged daedra etc

water...

swift swiming should be ingame. how else would you escape the sea serpents and water dragons bethesda has for us? the player should also be able to use this ability to jump out of the water like a dolphin

water walking- i want to walk across the waves! monsters should be able to attack you from under the water and destroy you like a killer whale kills a seal.

ice moving- frozen lakes that you can move through as if they were water- lore correct, skyrim's vampires are supposed to have this ability.

water should be seriously dangerous with dreugh, water dragons, sea serpents, various types of slaughterfish, prehistoric inspired fish and the ever so deadly MUDCRAB.

I'm definitely vouching for the return of dreughs, slaughterfish and lamias. Here's hoping there is more diversity in terms of sea creatures. :)

Water walking was a spell in the previous iterations so I can see that it will still be in. On the other hand, swimming is all the same to me whether it be swift or not.

The Volkihar are quite an interesting faction of vampires. I hope they have an icy-breath ability or better yet - they come from beneath thin ice and grab your legs!

Nope, since we have cells, flying is probably not going to make it into the game.

From what I read, dragons always come to the ground to attack you. How accomodating of them huh?

Jump? That's just utterly nuts :( Jump should be within reason even for a fantasy game. Put weight into the equation. A highly skilled acrobat or monk with no weight may be able to jump 5 meters into the air. That's more than high compared to a realistic setting, and not overpowering in a fantasy setting. Add 100lbs of equipment, and it drops to 2.5 meters. Add 200lbs of equipment, and it drops to 1.25 meters - see where this is going?

The same can be applied to levitation (and swimming). The more weight you have, the more "thrust" you have to direct downwards in order to levitate (stay afloat). For levitate, maybe 100 skill means maximum 10 meters. Makes it easy to prevent levitation to be misused, and the thrust makes sure nobody will use it as means of travel.

For flight, I've proposed gliding flight only. Mostly as a gimmick to "see Skyrim from above" rather than something uber useful. So I proposed having a "hang glider" available at the top of the 7000 that will respawn once a week or so.

Flying as suggested in OP seems waaaaaay too high fantasy.

Fantasy in a game based on fantasy...Now there's something I'd never have thought of

No flying in Skyrim. As previously mentioned, Skyrim will still have cells, so I just don't see it happening. Might be kinda cool though.

Yes it is, it's bad news to be airborne if you are hit by a arrow with a paralyze poison or a paralyze spell, the fall damage would kill you.
However if the dragon notice that the attacker has no ranged attack it should take off again :)
