Can somebody who didn't start doing this yesterday give me some advice on this?

Missing masterfile. Whatever directly preceded the posted output should name the missing file.

I... made the conscious decision not to download that mod... I didn't want snow. What the hell?

Apparently, something you did download and are loading requires Enhanced Weather - Rain and Snow.esm, so untick all related plugins, then try piling stuff back on one plugin at a time until FO3Edit reports the missing master again, then you'll have isolated what needs either deleting or that missing file.

Well, in order to save myself the time, does Dynamic Weather require it? If so, I was completely unaware.

My Dynamic Weather - Rain add-ons require the Enhanced Weather - Rain and Snow.esm (and a mesh and texture or two) - purely for the rain effect.

If you don't follow the DW Rain readme to the letter, it will break !
