Followers Lvl : V

So i been reading that the lvl of the followers depend on when you enter the area they are

If i enter at lvl 20 to whiterun then the followers there will be lvl 20 and thats it?

No the Followers level with you, however their stats don't update at each level, the only way to fix that sadly is with Console commands.
So basically the will be at the level you are when they are first generated and so will their stats, but they won't rise.

seems that they lvl up in the dmg they can do but they dont get more magicka health or stamina
