Footprints In The Muck

I've thought about making my first RP here, but due to my pretty much obvious inexperience, I've been leaning more towards making a fan-fic based on the same storyline.
To make up my mind, I'd like to hear any comments about the idea itself before making a decision.
And no. Flipping the coin didn't work. It landed on edge.

Ok, ok... I'll do it... Just point that thing somewhere else...My name is John Adlam, the son of Joseph Adlam, brother of Richard Adlam. Two days ago, I was caught stealing from the group's claim...

Smugglers.
The militant, savage, yet organized mercenaries of Point Lookout. They roam the woods, attacking, pillaging, and stealing what little goods are left on the coastal area.
But what are they after?
There is no law, no sheriff, in the Wasteland. What would the point of smuggling be if it is not illegal?
Is there perhaps more to their plan than it seems?

Let's put this devil in the ground and be done with it.

Regulators.
They are the remnants of law, order, and justice, or at least that's what they say. There is nothing for them to do, no bounties for them to collect, when there is chaos and far superior factions compared to them. Sonora Cruz and her original passionate group is gone, replaced by an even more disorganized and pitiful one. They've become a joke amongst Wastelanders, and any one caught with a Duster is subject to being ridiculed for believing in law when there is none.
And yet...there may be a job for them after all. A cause. A reason to uphold decency.
Anonymous tips, long forgotten, are being dug back up as a few members start receiving strange notes similar to them. Alone, they were nothing but baseless ramblings for retribution. But together, a bigger puzzle needs to be uncovered. And it beckons them to Point Lookout and beyond.

Don't you have some rocks to bang together?

Outcasts. Wastelanders. Constant enemies.
The Outcasts have become hardened, their ranks dwindling as they refuse to accept any new conscripts. The random wanderers of the Capital Wasteland have noticed this weakness, and some have become border-line Raider groups, planning an assault on Fort Independence as soon as possible.
Then, Protector McGraw, sending another radio signal from his Outpost, calls for his soldiers. Something disturbing has been found, something they want to assess before The Brotherhood of Steel or Enclave takes the project from under their nose.

But the message was sloppy. A small Scavenger settlement picked up a fuzzy signal, the same message, from a radio tower people thought was long since dead. Originally, they planned to keep this for themselves and blackmail the Outcasts, but word spread too quickly, and nearby Slavers and Wastelanders interrogated them for information. Now they all want a crack at it.

-----------------

It would be a story that ties across multiple factions and areas like The Pitt and Point Lookout, with the central goal being around the Smugglers and their shady principle finally coming to light.
The Regulators would be piecing together a message informing them vaguely about a large operation they're running, and would track them over the entire Wasteland and PL's marshes as the plot continues.
Smugglers, of course, would be the antagonists. A transporting system spanning multiple post-apocalyptic governments and communities has been revived, and others are starting to take notice.

Outcasts would stumble across something similar, but would not be hunting and following the Smugglers like the Regulators would be. They would instead be treading into unknown territory on very little intelligence, and would execute a full-scale operation that they see could be their saving grace.

Wastelanders, with vastly less superior resources, would instead be neutral, going their own way of investigating the Smugglers while not involving themselves with any other factions. They'd be involved in more fighting as their transportation and organization is more haphazard. As the plot thickens, the Slavers and Raiders will split off and go their own way.

If it was an RP, then the factions listed would probably be join able, with technically no minimum on chars of a faction. But, if nobody signs up for, say, Slavers or something, then they'll just be involved from time to time under mine or the host's control. I know there's lack of information here and it's more like a teaser, but if I do end up making something, I don't want to spoil it's small parts.

If it was an FF, I'd pick two main characters and develop it from the same way.

So...any thoughts?

I'd love for this to be a RP. Most roleplays don't involve Outcasts, so it'd be pretty cool playing my favourite faction.

Thanks for the compliments. I've felt like some factions could spread far beyond what they are usually written about and affiliated with, and even though it sounds a little ambitious, I think there's plenty of room to explore there.
