Actually, this proves there WAS a presence, we have no idea what, if any, existence they have left. After having their clocks cleaned in both California and D.C., I'm sure there isn't much left of them to be a presence. To assume otherwise is just rabid fan boy wishing. Plus, ED-E never says he found them in Chicago, for all we know, the Mid-Western BoS crushed them in Chicago and ED-E never found them.

I wouldn't mind seeing the Enclave in Chicago, but please, this should definitely be an Enclave that is well-aware of what happened to Navarro and D.C., and after 200 years of watching the post-apocalypse, can figure out "hey these 'muties' aren't so bad, can develop a community and function exactly as pure strain humans, and we're totally screwed if we try to take over the world."
AKA, they should be just another faction with their personal best interests at heart, but limited interest in expansion.

@Longknife- I'd like to see the Enclave become a down and out collective of survivors simply trying to assimilate to Wasteland life to show not everyone in the Enclave was a mindless drone as F3 horribly made it seem.
well they were mostly mindless drones in fallout and fallout 2 too
In new vegas you at least see them integrating somewhat because they have to. I can see some of the lost/remnants doing the same elsewhere

Only arguable dispute over canon is whether you put the virus in or not, but the Enclave soldiers, bases etc get wiped out either way. And even if you put the virus in, Broken Steel goes back on the results, turning the capital wasteland into a graveyard becomes a few wastelanders coughing, thus making it pretty well certain putting the virus in isn't canon.
May be a few stragglers, people hiding out somewhere but still. New Vegas called them the Remnants for a reason.
Yes and Whitley also thought Navarro was still functioning. Safe to say he is not the most up to date on the current state of the Enclave.
So yes the recordings were probably made a while back. Whitley states that all work has been converted to hellfire armor. He says he wants to get the eyebot safely to Navarro. He also said if your listening to this at one of our outposts in Chicago give it any repairs it needs. So he's stating that there is an Enclave outpost in Chicago.
