forcing an actor to speak a built-in line of dialogue

Is it possible to force an actor to speak a built-in line of dialogue without having to include the voice files. Or rather, is it possible to make the game look for the voice files in the default oblivion.esm directory. I find it silly that I have to extract and copy the voice files for a simple line that is already in oblivion.
