Foreshadowing of Skyrim in Oblivion.

So I was playing around in Oblivion last night and ran into M'aiq the Liar. This is what he had to say:

"I have seen dragons. Perhaps you will see a dragon. I won't say where I saw one. Perhaps I did not."

So my question to all of you:

Is this foreshadowing of Skyrim? Was the plot line of the next game known by Bethesda when Oblivion was released?

Or were dragons a potential feature in Oblivion that were ultimately cut? Or something else?

there was more than just that line of dialog if you think about it.

like the events that changed Bruma (mages guild, main quest, etc.)

i know i noticed more after playing through again after the announcement, but i can't remember more off the top of my head.

Most of what Maiq says is a reference to what people like us demanded to see in Oblivion a few years ago while it was in development, on these forums. Back in the days of fishy sticks.

I imagine people were talking a lot about dragons being involved in Oblivion, and thats why Maiq mentioned it.

Only thing I remember from Morrowind is that there was all this talk about the Emperor growing older and weaker. Caius mentioned that the Emperor's health was declining.
Not a 100% connection, but definitely not irrelevant.

I found it quite "foreshadowing" how Kvatch is the only one to fall out of the major cities, and in Kvatch the chapel is the Chapel of Akatosh, perhaps foreshadowing the "Fall of Akatosh/Alduin".

All that M'aiq says is in response to discussions that happened on the forums during the development of Oblivion. I wouldn't be surprised if Beth added an easter egg such as M'aiq just to comment on things people are discussing right now on the forums. :)

That's interesting.

I've always wondered if Beth has the story arc prepared far in advance or if after they finish one game they start thinking about the plot for the next one. I have a feeling that they have the general arc in mind for years. Especially since each of the games leading up to Skyrim have fulfilled parts of a giant overarching prophecy.

There are a couple of rumors that the people of Cyrodiil say when talking about other provinces that foreshadow Skyrim.

The most prominent one being "Greybeards in Skyrim foretelling the end of days"

If I can find the audio files in the archives, I'll upload them to a site or something.

Inside that crater in the snow you can see three dark spots, somewhat resembling claw marks. Given the proximity to Skyrim I couldn't help but think of this place as a former dragon roost.

M'aiq also mentions dragons in Morrowind. It's a running joke he has. Doubtful it's meant to be foreshadowing.

When Bethesda uses foreshadowing, it's usually very obvious (in hindsight.) Like http://www.uesp.net/wiki/Bloodmoon:The_Sad_Seer from Bloodmoon.
When you return to Geilir with Oddfrid the skull, he is elated and thanks you but offers no reward other than to tell your future. If you have finished the Main Quest, Oddfrid mentions something cryptic about "when the dragon dies, the Empire dies", which refers to what happens in Oblivion.
